It takes 2 to 3 weeks delivery time by PostNL Registered Mail service from Netherlands to Turkey. As stated on the PostNL tracking it was shipped / posted on the 28 Jun 2017 and delivered in Turkey on the 17 Jul which is about 16 days. Quite reasonable fast delivery time from Netherlands to Turkey. Below is tracking from PostNL and then from Turkey Post office.
